You need Apostille for public document to prove the genuineness of the document. MOFA Japan can provide the apostille.
NOTE:
- It has to be less than 3 months old
- You cannot remove the staple
- You cannot apply for it directly from outside of Japan

In order to get Apostille for private document, for example, translated document, it has to go through Notary Office.
Notary fee charges 11,500 yen per document

Spain, Germany, Austria, Netherlands, Italy, some european coumtries have sworn translators.
Also, those embassy in Japan have certified translation service.
